Martin Brothers Construction Services (MBCS) has been providing construction services in Southern California for over 23 years. We began as general contractors, later becoming licensed inspectors. We bring our wealth of construction knowledge into building safe schools, parking structures and other building projects requiring regular on-site inspectors and or ADA compliance review. We have consulted for both renovation efforts and new construction projects ranging in value from $1M to $93M.

Matthew Martin, President of MBCS, has over 30 years of proven construction industry experience. For the past nearly 10 years he has been the Inspector of Record providing DSA inspections for school modernization and new construction projects valued at over $130M. He has worked in the LA Unified School District, Downey Unified School District, Unsworth Elementary School, Saddleback USD and Huntington Beach Union HSD. Prior to distinguishing himself in DSA inspection, Matt co-owned and operated PMR Access, Inc., a company which supplied and installed windows, doors, frames and hardware to schools, police and fire departments and other commercial and public works projects. Matt has extensive training and experience in ADA compliance requirements
Matt is a graduate of Cal Poly Pomona and holds a DSA Class 1 CASp Certification as well as a contractor's license.
Paul Martin, President of MBCS, has over 20 years construction industry experience ranging from construction superintendent and project manager supervising crews of over 20 employees and subs to DSA Inspector. His list of projects includes Fountain Valley High School, Long Beach City College, Villa Park High School, many Huntington Beach Elementary and middle Schools, Newport Heights Elementary, Irvine Valley College, Cerritos College and more. Paul, together with Matt, owned and operated PMR Access, Inc. Paul has extensive training and experience in ADA compliance requirements and well as Fire and Life saving construction compliance.
Paul holds a DSA Inspector Class 1 certification, CASp certification, as well as a contractors license.
Kristen McLaughlin, Vice President of MBCS, brings over 20 years of distinguished sales and management expertise, with a track record of overseeing projects exceeding $10 billion. Mrs. McLaughlin drives business growth through strategic client development initiatives. Her leadership ensures seamless project oversight and cohesive team collaboration, contributing to the company's continued success.
Previously, as an ADA Consultant with Martin Brothers Consulting Services, Mrs. McLaughlin conducted thorough on-site inspection surveys to identify architectural accessibility barriers. Currently Kristen serves as the Martin Brothers DSA Project Manager, overseeing all DSA Inspector site work, coordinates meetings, and manages project timelines. Kristen makes sure our DSA inspectors are on task and on time.
Kristen McLaughlin is a certified ADA Coordinator.
Christie Medina brings over five years of specialized experience in accessibility compliance, with deep expertise in ADA and California Building Code (CBC) standards. She has played a key role as part of the Neutral Accessibility Consultant (NAC) Team for the Los Angeles Housing Department, inspecting multi-family housing developments for compliance. In addition to site inspections, Christie has extensive experience performing plan reviews, submittal reviews, and accessibility evaluations for a wide range of public and private projects. She is passionate about creating accessible environments that work for all users, and she brings a collaborative, solutions-focused approach to every project.
Before her career in accessibility, Christie spent nine years as a Training General Manager, where she developed a strong background in leadership, team training, and operational management—skills she now applies to managing complex projects and coordinating with diverse stakeholders.
Outside of work, Christie is an avid fitness enthusiast who enjoys challenging workouts, heavy lifting, and an active lifestyle—bringing the same focus and discipline from the gym into her consulting work.
Christie is a graduate of The University of Southern California and holds CASp certification #1147, APAC-BE certification #1001, ADAC, and BBA.
Karen Carlsen, Certified Access Specialist and ADA Consultant at Martin Brothers Consulting Services, brings a diverse professional background and deep commitment for accessibility to her role. She has multiple years of experience in the accessibility field, conducting on-site accessibility inspections, plan reviews, and preparing comprehensive reports with detailed code research and documentation. Karen also reviews Homekey project plans, ensuring compliance with ADA and California Building Code (CBC) requirements.
Karen’s work at MBCS has provided her with extensive, hands-on experience in accessibility compliance across a wide range of project types, including being a member of the Neutral Accessibility Consultant (NAC) Team which inspects multi-family housing developments for the Los Angeles Housing Department. Drawing on her experience as a business owner, in-depth field knowledge, and a meticulous approach to accessibility, Karen is recognized as a trusted expert and dedicated advocate for the disabled community.
Karen holds CASp certification #1200, APAC-BE certification #1027, ICC Accessibility Inspector/Plans Examiner certification #10536887, and is a certified ADA Coordinator.
In her career, Regina has significantly contributed to Martin Brothers Construction Services by assisting CASp Inspectors, inputting data for accessibility reporting, and conducting code research for accessibility requirements. Regina is actively pursuing her CASp certification. Reginas is a member of the Neutral Accessibility Consultant (NAC) Team which inspects multi-family housing developments for the Los Angeles Housing Department. Additionally, as Assistant to the Director at Southlands Christian Schools Private Satellite Program, she trained parents, maintained programs, records for multiple families, established connections with educational site directors, and ensured meticulous record keeping to meet various standards.
Regina holds APAC-BE certification #1004 and ADAC.
Eric Melendez brings expert I.T. and technological knowledge to Martin Brothers Consulting Services and has significantly improved our inspectors ability to work at home, in the office, and in the field. Managing our I.T. infrastructure, Eric ensures the smooth operation of everything tech at MBCS. Eric has over 5 years of field inspection experience assisting CASp inspectors in collecting measurements, inputting data, conducting code research, performing plan reviews, and accessibility report generation. Eric has also created many of our report documents, proposals for clients, and maintains this website. Eric is a member of the Neutral Accessibility Consultant (NAC) team which inspects multi-family housing developments for the Los Angeles Housing Department.
Outside of work, Eric enjoys frequent trips to Disneyland / Disney California Adventure Park, watching Star Trek, as well as surrounding himself with technology to stay on top of changes in the industry.
Eric Melendez is a certified ADA Coordinator.
Teddy has been with the Martin Brothers team since 2020 and is best known for his outgoing personality and his uncanny ability to identify the sound of a snack bag opening from anywhere in the office. He brings joy (and a little bit of chaos) to the workplace with his love of fetch, enthusiastic snuggles, and vocal alerts whenever the Amazon delivery truck arrives. Despite his limited dental resources (only two bottom front teeth), Teddy never lets anything stand in the way of a good snack or cuddle. His contributions to staff morale are unmatched.
Pickles joined Martin Brothers in 2024 and quickly established herself as both the office troublemaker and protector. She ensures no one leaves without a proper sendoff (usually a bark), manages all food-related disputes with Teddy, and oversees “quality testing” of dog beds—usually by shredding them. Known for her loud snoring and adventurous snacking habits (often on items she’s not supposed to eat), Pickles still wins everyone over with her lovable, snuggly side. She keeps the team on its toes, proving that a little mischief is good for company culture.
